This card being playable out of Limited (just play on curve, you'll be fine) hinges on whether there's a deck, currently existing or not, that wants to cast one spell on every player's turn.
I feel that there are control decks that would like this as an easy way to keep the cards flowing, then when it’s drawback becomes too much just teferi bounce it to their hand
Since it doesn't stop abilities I'm sure UW can find lots of ways to abuse this, turning in man lands, dropping cards with Aether Vial etc to get a second game action each turn.
This card over time will fill up your hand as it gives all spells a replacement cantrip effect, so whatever wants this will want to have a way to discard cards without casting spells for full effect; think scuttletide for something similar to what I am thinking, that or a way to remove it when you want to cast again.

Nah, if you make your land drop every time it's your turn, and none of your cards draw cards, your hand size won't increase turn by turn.
My problem with it is that it ****s you out of your own combos. I dont think its strong enough to do anything in any format except edh, but even there you want to be casting. I mean sure, you can get some mileage out of it by also jamming arcane laboratory type effects, but when it comes time to lock things down for a win you cant respond to your opponents stopping you.
I suppose in edh you would be packing bounce/enchantment removal for when this becomes too much of a liability - but whirlwind of thought would be my goto for this strategy. Maybe in modern this could be used in some sort of spirit control with aether vial?
I highly doubt this will go into any of my commander decks, but it's decent cantripping for those who can't get reparations (which is arguably much better card advantage for the same CMC)
Kind of want to brew with this, I agree that drawing cards but being unable to play them might actually have you discarding to hand size, never fun, so here is my idea. This card can turn some incredibly strong cards such as subtlety and solitude as well as force of negation from being 2 for 1s into 1 for 1s. Being able to tap out on your turn to draw cards into having interaction on your opp´s turn seems awesome.
