Sorcery speed and possibly the double black and double white in its costs brings Damn down a little bit, but otherwise that is really impressive. This set is knocking it out of the park.

It is symmetrical. It's literally Wrath of God, and it's a play off of Damnation and Wrath.

Speculation: Wizards does not want to print Damnation again for a while.
There will have to be some interesting conversations at the game table where "Damn" the curse word intersects with Damn the spell.
I think this confirms he is a planeswalker though, where as before he just appeared in multiple arts. Hopefully he gets a fitting card one day.
We know this since they outright said he was and each of the curses was on a different plane. Poor guy, I do wanna see him get a card at least.

The overload is Wrath of God, 'you don't control' is not on there. It's not Cyclonic Rift

I think you missunderstand the card a bit. Notice, it can target your own creatures too (meaning overload is not one sided in this case) and Overload is an alternate cost (i.e. instead) - it is not an additional cost.
Thus, for 2ww you get wrath of god (already a good card on its own) and for bb you get a single target removal spell. This card is quite obscene!

nothing in the card says "creature you don't control". Anyway, it could absolutely be black from a color pie perspective, I suspect they just didn't want to have a damnation with an on-color extra effect.

There's no one-sidedness to the Wrath of God effect. It's either destroy target creature or destroy all creatures. It's bizarrely one of the best kill spells ever (no targeting restrictions whatsoever) or quite literally the best board wipe ever.

To answer your question, we first need to correct your presumptions about the ability Overload. Overload presents an alternative cost that when paid, replaces the word "target" in the spell with the word "each", thus making the effect even more grandiose or... Overloaded.
The misconception (that I descern here) on your part, is that Overload somehow makes the effect "each" "you dont control" which in incorrect. Thus, to answer your color philosophy question, as you stated, White does things equally or balanced and this spell cast for its "white part" or its White Overload cost would destroy each creature and each creature destroyed this way cant be regenerated. It's meant as an homage to the Damnation/Wrath of God sweeper spells that do exactly what the overloaded effect does but with a fixed version for Black as Black doesnt typically do nonselective mass creature wipe with no upside.

Damn is clearly pushing a WB control because this card is very flexible and, bacause of this trait, strong.
Flame Blitz: strong option towards Planeswalker. It can basically kills the majority of them; it also has Cycling. The biggest problem is the impossibility to hit creatures and/or players.
Damn, is this more versatile and more Snapcaster Mage-friendly, though.
Now when will they give us a 4-mana board wipe that I can play with Jegantha, the Wellspring as my Companion....
Cards that care about specific values or use your cards against you do not factor into "strictly better," or else there would be no strictly better cards. There is always a reason, albeit often a contrived one, to use the strictly worse card given the right situation. Damn is strictly better Wrath of God.
Please, mill me. Mill my important cards. Mill my lands. Mill it all. Because I will still deal 20 damage before you can mill 45 cards most every time.
