Grist is just the Oogie Boogie Man without his burlap jumpsuit.
Love it, its strong and allows some wonky insect-tribe (mostly changeling) for some benefits (even milling copies of itself keeps it going, it being a 1/1 insect).
Overall a nasty piece of cardboard and looks like a proper dark-fantasy card.
Can this be your commander? Is there precedent for a legendary creature that is only a creature based on rules effect text rather than printed typing?
There's no precise precedent, as this is a unique line of rules text. The for argument is fairly obvious: It's a creature in your command zone, therefore yes. The against argument is a little more esoteric, but might be more correct: It's only a creature when inside a zone other than the battlefield. When you're deckbuilding, the cards aren't in *any* zones, because there's no game. Therefore, it can't be your commander because it's only a creature in zones, and isn't in any at the relevant time.
So this can be Unearthed, Collective Company'd, Chord of Calling'd or any creature tutor (GSZ maybe one day), Aether Vial'd, protected by Cavern of Souls, can't be Force of Negation'd, triggers Vengevine. Wonder if this finds a home. As a planeswalker it seems just ok, but it has a lot going for it otherwise.

Yup, Ooze will copy those abilities. It will be only able to activate one each turn, though, even if you have multiple copies of Grist in your graveyard.
Grist protects itself really well. Make a blocker with its +1, destroy larger threats with its -2.

If something like Recruiter of the Guard sneaks into modern, however, it could be fetched by that.

We don't know yet. Commander doesn't require that the card be a legendary creature when in the command zone, it requires it be a legendary creature in deck construction. Whether this is or isn't has yet to be clarified.

It can be, Matt Tabak recently clarified. Apparently there will be a new rule to handle it, which will likely also answer the "can you living wish for it" question.

The sideboard is not a game zone, it is considered outside the game. So by that interpretation Grist cannot be Wished for, since in the Sideboard it’s a legendary planeswalker not a creature.

At the very least, Yawgmoth, Thran Physician Undying Combo wants to ditch Cavalier of Night/Rankle, Master of Pranks for Grist. Grist can be tutored for by Yawg Combo's creature tutors quite easily and nuke opposing Scavenging Ooze the turn Grist ETB, then make more creatures and nuke more guys, then incur a lot of life loss relatively quickly.
I'll be testing Grist in my lone Jund flex slot today.

its another 3cmc walker so watch out for it.
that +1 can serious dig threw your library if it's insect tribal
and that ultimate can be just a worst case scenario for edh players because that's gonna be like 20+ damage easily in the right decks
