Adding a Fractal would have required adding a whole extra line or two defining how many counters to put on it, and adding a Pest would have required an extra line or more for the death trigger ability. Considering it took them 4 lines for just the 3 simplest tokens, adding the other two would likely have doubled the number of lines or more, for relatively little gain.

If all of the good, strong, playable cards are at mythic, the game becomes very expensive to keep up with, which is an issue. This was fairly prevalent from Alara through Rise of the Eldrazi.
But when next to none of the mythics are strong, playable staples, the value of a box is depreciated to the point of not worth the gamble. It also inflates the price of the few remotely playable mythics.
This set is good about spreading power across rarities. That first problem is not an issue.
But there aren't, so far, enough good mythics for them to meaningfully add value to the set. This is a real issue. Especially in a set with weak cycles at rare, even the duals won't add more than a couple bucks to your box haul.

In this kind of environment, there is no need for powerful mythics to maintain the value of a booster box. They can act as unique, fun cards.

Craterhoof’s price is not just a product of the set it was printed in as it’s been reprinted. It’s a high demand commander finisher.
I’m not saying I like this card in particular. I won’t ever play it. But, my point is that I’d rather have a full set of these kinds of cards at mythic than have even one overly pushed card per set at mythic.

Not that this card itself has any inherent property of being good. To be clear, fun is subjective and so it's possible, even if unlikely, that someone could find this card to be a good fit for their casual deck.
