I think it's more along the lines of "College Mascot" who...trend towards names like this.
This is definitely a card that's gonna get broken. All you have to do is play the relevant untap permanents before you play Codie, and suddenly, you can hit that tap ability multiple times in a turn. Maybe even multiple times before you cast your first spell.
Nice, it gives a card instant/sorcery cascade.
I wonder if maybe people will add the mana and then feed this guy to a sac outlet before casting their next spell in order to unlock their permanent spells again. Seems like too much work for not enough payoff.
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.

You can also just blink it with spells like Voidwalk.

STOP using "dude/bro" as a pejorative or insult. Grow up.

this card seems like it will generate some powerful shenanigans....
I mean, you can activate it, add WUBRG, then spend R to cast Lightning Bolt, it will tear through your deck and find Ancestral Vision or Restore Balance while keeping WUBG to cast something else....
basically you have created a 1 mana cascade spell (that can't be played early, but still)
it also does that while ramping and being a blocker, and for a reasonable cost.... with 4 toughness it's not that easy to kill as well.
I could see it being tried in commander for storm (i.e. this, lots of cheap untappers and storm cards + some of those cards without mana costs would seem interesting), but I do not think it would work that well. The issue is the 4 mana activation cost, since you can't e.g. play a two mana untap effect, cascade for another untap effect, untap this and then activate this twice (once in responds) - the issue is if you started with just 4 mana before using this the first time, you would not have the mana to activate this again after spending two mana, and you would typically want to use this for at least 2 mana cards, since there is not that many cards without manacost you would like to run - I guess you could use hypergenesis for mana accel but it seems like a bad idea. You would thus need to add ritual effects/mana accel into the mix which will weaken this quite a bit.
So now we have a card that has cascade on it without saying cascade, a card that has threshold on it without saying threshold and a card that has surveil on it without saying surveil. These Strixhaven mages might be on to something! Are there others I am missing? Seems like this has got to be intentional.
you can also enchant this guy with Freed from the Real, tap/untap him 550 times for free.
generate 550 "cascade" triggers.
cast a 5 cmc spell from the last activation, watch your entire deck being slinged at opponent's face.

While theoretically that works, the fact that Freed From The Real is a permanent spell rather puts a damper on that plan. There's no easy way to enchant Codie, Vociferous Codex with anything, unless it's an aura that natively moves.

“You Can't cast permanent spells”
So, do you get +5 damage if you backstab it?? It has a spine, after all...
Just don't roll a natural 1 and you should be fine.
I have no problems with the card. It curves fairly well (and I don't think there are too many ways to get a turn 2 cast and turn 3 activation without nonland permanents) and doubling up your spells is pretty much the bare minimum you'd need to keep from being buried in a multiplayer game with only one blocker.
Does this card work with restore balance and the like? If so, packing a deck filled with cycling creatures and the intention of forcing all of your permanents from your hand/graveyard without casting them seems pretty sweet.
Feels like Epic on a legend, but he could turn into some sort of Storm engine. Thoughts?

Now this feels like a 5 color colorless legend. Good building restriction but really fun and still powerful.
Can't wait to brew with this spellbook!

I'm sure that jank players all around are hyped.
And honestly I’m glad they pull threw on getting that book from the “welcome to strixhaven” video as a legend

“You Can't cast permanent spells”
oh, dammit... lol.
it needs to be jankier then and cheat the aura in through Replenish, Hypergenesis, academy rector, Zur, the enchanter or something similar, lol.
unfortunately doesn't seem possible in historic
