There doesn't seem to be a "remove from combat" so it's just attacking untapped like a pseudo vigilance, just like the white side of the Lorehold Dean. I think.
I believe it's the first time we see the wording "whenever you attack, [...]", right ? Really sounds like "[...], then shuffle".
Augusta, Dean of Order has the same wording. It's their new template for "whenever one or more creatures you control attack" or "whenever you attack with one or more creatures" (which are equivalent) in cases where they don't have to refer back to those specific creatures.
Reconnaissance with counters, sorta.
