This is an awesome design for White: a 3/1 Flying body that provides a tempo swing while exploring new space for the color is fantastic. And yes, the design is def White, it extends White's exiling to the opp's hand but it's not permanent exile, just disruption. It also feels in line with the BW pairing we have for the set, so a monoWhite card that does something that a BW card would do feels fine. I like this and hope that White gets more of this space explored.
I really like this. 3/1 flying body has been Constructedplayablebefore, it's a Cleric for all the relevant Party and/or Cleric tribal shenanigans, seems powerful without it being overtly broken and explores new design space for W. Most of the time, the draw of Thoughtseize effects is poking holes on your opponent's curve and getting information out of your opponent's plays, and this does both despite not being a real discard spell. It's also the perfect CMC for CoCo decks which makes it a player in Heliod Company decks in Modern and combos with Drannith Magistrate which is a really powerful hoser card in current Standard. I'm sure this will see play.

but this guy is nowhere near Vendilion Clique or Brazen Borrower just because he's a 3/1 for 3 with flying
Brazen Borrower will do 2 things... 1: directly affect the board. 2: surprise blocker to kill flyers (or after the bounce, if it's there waiting to be cast as a creature, will hold a horde of flyers at bay, in the same way a measly 1/1 with deathtouch usually does and this is VERY relevant)
Vendilion Clique is better hand disrupt or could work just as fine as a 3/1 flyer that loots as ETB if you just target yourself, it's useful all the time.
the tempo gain is unreliable because oftentimes your opponent will just play something else or in the late game the 2 extra mana are irrelevant.
a 1-shot effects that makes a single spell cost 2 more is relevant sure, but nowhere near the cards you mentioned.
sure it's not unplayable, the card is fine, and yeah, it might be around the powerlevel of Flickerwisp, even though I think Flickerwisp has a higher ceiling,
Sstill I don't think many decks will choose to run this card over Skyclave Apparition or Righteous Valkyrie in standard.
Elite Spellbinder is really a great addition for Ancient Tomb Aggro in Legacy.
It basically acts as a hate card and, if you have the right mana, it can be used as a small soft lock.

Yeah they did that with the designer cards in M15 (Master of Predicaments Ob Nixilis, Unshackled Aggressive Mining). It's not really new.
