This is a huge colour pie bend though, it's basically thoughtseize in white, on a body. There is nothing about that for Azorious and Jeskai mages not to love. Yes the body is fragile, and sure it's only one card but a virtual 2-for-1 should never be overlooked. It may be closet to Kitesail Freebooter and that this g sees a bunch of play in a color with better options.

It's not Thoughtseize on legs, it has a one-shot Thalia, Guardian of Thraben-style tax on legs. It's not a 2-for-1 - all it does is slow down tempo. If it didn't have Flying, I probably wouldn't consider it for Modern.

it doesn't discard or prevent the spell from being played, it just makes it 2 mana more expensive and that's it.
this is nowhere near a discard effect, it's pretty much just a convoluted way to make a stronger Thalia that affects just a single card.
it's never a 2 for 1.

It's hard to evaluate a card this early, but I'd say this is mostly just a really bad Valki, God of Lies

Most of the time, the draw of Thoughtseize effects is poking holes on your opponent's curve and getting information out of your opponent's plays, and this does both despite not being a real discard spell. It's also the perfect CMC for CoCo decks which makes it a player in Heliod Company decks in Modern and combos with Drannith Magistrate which is a really powerful hoser card in current Standard. I'm sure this will see play.

Then choose a card name. The next time your opponent would cast a card with the chosen name it costs 2 more to cast."
There are minor functional differences but this is a watered down white effect of calling out a card and prohibiting its casting. Due to being watered down it could be costed at a point where its playable.

The 2 mana tax here may 'only' be 2 mana, but considering that you get to look at your opponents hand and target a specific card, this can seriously disrupt your opponents gameplan. You can stop your opponent from playing a key card, especially larger cards, within the next couple turns, maybe even longer if they don't draw enough lands. Let's say they are playing genesis ultimatum, now they need to wait for a whole nine mana. That could potentially seriously put your opponent on the back foot while waiting for their swing card to come through. Or maybe they have a single mass removal and you give your aggro/tempo deck two whole extra turns to try to beat down your opponent with creatures.
Seems good.

Sure it's close to something black does. It's like a rhystic discard that you pay as you cast the card. This is a perfectly fine effect for e. g. a white-black hybrid card down the line. But it definitely is white in that it taxes one particular card.

The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.
I don't know about Standard, but this guy should see play in Death & Taxes decks in other formats. T2 Thalia, T3 this guy slams the brakes on the opponent's tempo. It also plays nice with Archon of Emeria and the upcoming Mana Tithe in Historic. I like it.

Valki is black. The important detail that makes this card very important in Magic is the color bend thing. Wizards gives white a way to look at your opponent's hand, which is usually blue and black.
It's not a discard effect, but it has elements of it. In Legacy, that's one card the opponent can't Brainstorm or Faithless Looting away, pitch to free spells like Force of Will or Unmask. Cards in one's hand are resources that aren't meant to be cast sometimes (I'm not even talking about Processor l.o.l.).
That being said, formats like Standard, Historic and Pioneer will surely make use of the card.

Humans play Reflector Mage and Mantis Rider, 4 copies each. They have Kitesail Freebooter, so Spellbinder will have a hard time competing with those. Humans is a very strong deck already, you'll know it in a heartbeat when a new human will make the cut. Here the only possibility is to take the slots of the 2 remaining 3-drops available, so it needs the right metagame.
Spellbinder is designed to fit in a D&T deck, or maybe a tribal Cleric deck some time soon.
The Eldrazi Processors will absolutely love this card. (just look up creature type "Processor" in the Gatherer... for some reason it's not linking well here; even tried to to link it to the words "Eldrazi Processors")
Wow... actually thinking about making a Processor Commander deck now. Aside from green, there are 10 that can be used; but want white. There are 6 w/ ETB effects, so then the white & blue will be to blink. But I regress (was treating my post/response as a drawing board for an interesting idea)...

This guy gets it. Everyone seems focused on that one card that now instead of costing 3 costs 5 and how that isn't even a tempo swing. Seeing the rest of the hand is key and as a control mage, I'm more than happy to delay your problem spell for 2 turns while I fig for an answer, or win. That hand peek is so good for control.

PV will keep your opponent's spells taxed even after he goes away. I suggest blinking him several times.

Seems better for aggro than control to me, at first read, but seems like one of those cards most white decks will want to at least consider.
