I've opened four boxes of english Kaldheim set boosters and all cards had a black core. They were printed in Japan.
Cards from a regular booster box and a bundle i opened had normal blue core.
Did wizards make a statement concerning that issue?

“Yawgmoth spent eons wrapping Phyrexians in human skin. We are the sleeper agents, and we are everywhere.”
Had that issue too with the prerelease kits and "prize" packs given out. Price packs had a darker colour versus those in the prerelease pack. Also the serial numbers of the packs were different per printing.
Also, the card placement in certain printings differs too where the token/land/rare is at the front versus the back.

As the first response says, they've been using two different card stocks for a few years now. It's not just the set boosters. You can get both types of stock in regular draft boosters. The packaging is different between them, so you know which you are getting before you open the pack, or even the box.
The darker, Japanese stock comes in boxes where the front flap that tucks into the box has slits in the corners to grip the two side flaps. The older stock doesn't use the slits and slides open easier. Also, the darker stock cards come in packs that use more material and are loose, allowing the cards to slide up and down. These packs typically have slits at the top and bottom allowing you to peel open the packs (though they barely work - you're better off packing the cards down and cutting the tops off with scissors). The older packs are tight and don't have the slits, they can be easily opened by pulling at the center seam. Once opened, the cards using the new stock are also packed in reverse order. And lastly, on top of the differences noted in the link above, the cards smell different too.
I have also noticed that the Japanese printer usually has a slightly more glossy surface and the inks look slightly more saturated. Frankly they are a higher quality print of the cards. I prefer opening them.

I love the dark, saturated cards that have a thick, glossy like finish. I actively try to swap or trade for them.
The Theros pre-release kits, fat packs and theme boosters had these gorgeous saturated cards. So I had the agonizing goal of getting all cards from those sources before booster boxes were opened, and the market became flooded with pale, sun-bleached and flimsy looking cards. The cards from Theros boxes looked horrible.

Have you seen Kaladesh cards that were printed in the US? I've been playing/collecting MTG cards since 1994 and have never seen cards that look and feel so bad. The cardstock was awful, the colors were so off that white cards appeared as yellow... baa... Card made in Japan are of top quality.
