Bounty of Skemfar is not as strong as Collected Company (even because it isn't an instant) but the CMC redeems this.
It helps to play additional lands directly from your deck and an Elf card in your hand regardless of the CMC.
In my humble opinion this card is still quite strong card and board advantage. Unluckily it is a sorcery.
Is it strong enough for Legacy or Vintage though? In EDH, it's probably fine, but there are already tons of options for Elf decks so I don't think it will make the cut.

Note that it says "this turn." The end step of your turn is this part of the turn. Since the card says "next end step" and not "your next end step," this would mean anything sacrificed during your end step (like in the Flooded Strand scenario here), will come back during the next possible end step after that, so your opponent's end step.
Ha ha, silly me. I was wondering why #7 would not work, and considered this card bonkers broken... Until I realized it's NOT an enchantment...
But anyway,yes, it should give you three activations per fetchland. You can, of course, not crack it in your opponents end step and keep it on the battlefield if that suits you - though no situations come to my mind where that would be an advantage. Maybe if you know the opponent is playing basic land sweepers that destroy only the basics you are playing.
So... I'm kind of digging Cosmic Intervention as a white explosive vegetation now that the rules have been explained (especially as it has a ton of additional applications). Really cool card.
