I assume the "another" applies to both nontoken Elves as well as Berserkers. So it does not trigger on itself dying. Oh, and I guess "nontoken" also applies to both. No idea if we've ever had Berserker tokens, but any in the future will not benefit from this card.
3 power for 2 mana is a great rate. Triggering only on elves and berserkers may have been a necessary addition in a playtest world that included cooking a lot of cats. We've had a few of these since grim haruspex but I believe this is the first at 2 mana and seems like it could really do some work.
elves and beserkers are not known for sacrifice shenanigans. Suspect this will be worse than many commons in limited, but should be a good 5th/6th pick if you are playing one of these tribes.
Obviously, the difference between this and Dark Confidant is that you either need to find a combo piece or turn cards sideways in order to utilize the draw ability.
(I guess it makes for efficient trades on the block, too, but I'm not sure it will ever be used that way.)
One might assume, given the efficient 3/1 stats, that you're meant to attack with this and a bunch of other Elves / Berserkers. The problem is that this thing dies to a light breeze, and it doesn't replace itself. So, if your opponent blocks this and lets the rest of your attackers through, you get no cards. Maybe a fatal flaw, there.
But, if there are enough good Elves and Berserkers to make a deck, maybe this will be good enough as pressure on your opponent not to block them. It isn't an automatic home run by any means. But really, that's what it's designed to do: scare your opponents into not blocking. I wouldn't count on drawing a single card with it.

There are Berserker tokens in this set, both Demon Derserker and Zombie Berserker IIRC, Dwarf Berserker, too. None to work with this.

True generally, but a lot of the black elves introduced in commander legends feed into a sacrifice/aristocrats theme. So for commander, this should make the cut in a green/black elves deck.
