Project Booster Fun makes it less fun to open a booster.
It's....fine? just as a legendary Snake it's fine, but a serpent that wraps around the world losing a fight to Pelakka Wurm really bothers me. it's supposed to be that when this thing gets loose, the world ends, full stop. I just want one time fr these 'it will take your god and give him a swirlie' cards in the story to have a card that's...virtually impossible to cast/activate and if you pull it off, you win a game you aren't even playing. Sacs a coil to tap your Pelakka Wurm, then slitehrs right by to bop you for 6 in the face. Sacs a coil to tap your Nicol Bolas, Dragon-God . Nicol Bolas can't activate its sorcery abilities that turn. Sacs a coil to tap your Maze of Ith. Then slithers right by to bop someone in the face for 6. Maze can't be activated even if later untapped during this turn.
I'm seeing people say this SHOULD be mono-white for some stupid reason.
People need to learn the color pie first.

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.

My guess:
White can create large amounts of tokens.
White can tap creatures and stop activated abilities.
White can grant indestructible.
Sure, these mechanics could generally go on a mono-colored white card. And people like to make fun of that since recent sets got that complaint a lot from Commander players that want all kinds of mechanics shifted to white they feel could solve white's current problems in the format.
Though the tokens are larger than white would usually produce I don't think the idea is entirely wrong, but it's more a neat observation. The idea that a multicolored card could appear in another color hasn't been new since at least Lightning Helix.
The notion that this thing that COULD happen "SHOULD" happen I don't see as justifiable. It's a top-down Serpent to begin with.

Hard to really see where this fits outside EDH. You've really got to do something insane these days to be playable at 7 mana, and this just isn't it, even if it does take over the game given a few turns.
It fits in the Standard sideboards of scrubs players that hate losing to control, yet are too lazy to improve their play and/or deckbuilding. Less Easy Mode than the last few sets, but Easy Mode nonetheless.

Also you can totally run Arcane Adaption, Xenograft, and Artificial Evolution (to turn the serpent into an Elf or an Eldrazi) and run it as the commander of such a deck.
