Yeeesss, flavor-wise, I love everything that has to do with the Changelings/Shapeshifters we've seen so far!
From a gameplay standpoint, five mana for a "do nothing" card is a lot, especially is this day and age. But the effect is potentially very powerful... This is a card for non cEDH commander players.
Note that it does not say "You may choose new targets for the copy," so you can't enchant two creatures with Eldrazi Conscriptions, but you can get a 21/21 with trample and annihilator 4, for example. Also notable for your Crib Swaps and your Lignifys and what have you.
Please, mill me. Mill my important cards. Mill my lands. Mill it all. Because I will still deal 20 damage before you can mill 45 cards most every time.
If I see this correctly, it's not able to copy Legendaries, right?
I mean, you might get two ETB triggers off one, but then you have to sacrifice one.
well, it still has its use besides more triggers. if your opponent has a counter, he has to counter both. so having 2 of the same spells on the stack has its advantages.

EDIT: Or does that not work with the kozileks etc. because the copies aren't being cast?

Elementals and wizards for double ETB
But really it can go in any since it can just give you double effects of stuff depending on the lord
