Cards like Kroxa, Titan of Death's Hunger and Uro love the ultimate. TMU I think you can constantly cast the spells during upkeep so long as you have the mana, right? Nothing says you can only do it once as per the emblem text.

"...you may cast a legendary spell..."
I think the rules on the emblem's wording don't override general restrictions, just allow you to bypass it once.
Dang. I guess they figured that part out. Oh well. A Kroxa effect every turn can be threatening every turn.

Well that is a worrying ultimate for what it entails. Not because of what itself is due its fairly narrow usage with just legendary spells, but the precedent it provides. Said precedent being the ability to use the exile as just a third hand, second is already taken by the graveyard.

Ashiok allows you to cast the opp cards that are in exile, up to 3 of them in one turn. So the precedent is already there.

I get what you are saying, but with Kaya its an emblem, and it happens with each of your upkeeps. As this feels like a template they could use by replacing one word with another. Lets say its not legendary spells, its instead, enchantments or artifacts or creatures or lands that it can let you recur. Its very similar to how many Future Sight variants there are like even its latest member Realmwalker.

The biggest difference is that Ashiok puts those cards there itself. It's using it as Cold Storage. This Kaya can pull everything you've pointed your Path to Exiles at throughout the game. That's the worrying precedent.

Correct, but even if it allowed you to cast any number of legendary spells, it is still a triggered ability and you only get to cast the spell during the resolution of that triggered ability. By the time you next have one of the Elder Titans cast this way in your graveyard the triggered ability would have finished resolving anyway. That's twice the nonbo.

Heck, every day I wake up, I don't go out and kill people - and I'm rewarded by not having legions of enemies! Amazing how that works.
Although ninjas are experts of camouflage and concealment, they are actually horrible liars. This means that no matter where you are, you can shout out, “Are there any ninjas here?” and if there’s a ninja within earshot, he’ll be compelled to respond.
