One of the key characteristics of a lord is their ability to pump forces during the combat phases of the turn they ETB. For this reason I would say that while Biogenic Ooze is fantastic it's not a lord.
Based on the leaks, the legendary Ooze should be named Slurrk the All-Consuming. The collector number implies the rare ooze's name starts with a B or C.
I don't get why they design cards that can't reasonably be used outside of commander. Like a 4 CMC 1/1 lord. Why not make the condition something everyone can have fun with?

yeah i'm pretty sure an ooze lord could easily become playable in legacy or modern, they just had to try better...

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
