Okay, Toggo made me laugh. The whole first half setting up for "Equipment named Rock" is pure genius, and the fact this "Weaponsmith" is an Artificer just makes it better.
It's also a very good Uncommon Partner too. Sure the Rocks are kinda useless but it's still a plentiful supply of Artifacts for all kinds of shenanigans.
There's a great video by Rhystic Studies on how the card Goblin Game works - it could possibly help understand Wheel of Misfortune. Just go on youtube and look up Rhystic Studies and Goblin Game (not sure if i can post the link here)

So in a 2 player game:
Player 1 secretly chooses 10
Player 2 secretly chooses 5
Player 1 will take 10 damage, and, I believe, discard their hand and draw 7 cards (since they chose 10, and it wasn't the smallest number chosen)
In a 3+ player game:
Player 1 secretly chooses 10
Player 2 secretly chooses 8
Player 3 secretly chooses 4
So player 1 will take 10 damage, then both player 1 and player 2 will discard their hands and draw 7 cards (since neither of these players chose the smallest number). If there was a 4th player, and they chose a number higher than 4, then they will also get to discard their hand and draw 7, since they also didn't choose the smallest number.
So basically you want to choose a number in the middle. The only person to not get anything out of this card is the person who chooses the smallest number.

Like what if you cast this when you have 20 life, Player 2 has 15 life, and player 3 has 36 life? You might want to choose 15 since you know it'll be a number higher than Player 2, but if Player 3 chooses a number less than 15, you're taking 15 damage... So much politics! So much fun times!
Not very good at Japanese, but from what I manage to decipher : it's not the rock but the creature inflicting the damage (I can read "This creature") and the target can be creature, planeswalker or player (I thought that would have been "Any target" following the new templating butl maybe Japan didn't follow on that?)
Edit : just checked with a M21 shock. They don't use the any target and still use the old "Creature, planeswalker or player". So those rocks are actually Shocks.

More flavor text deep cuts, as Toggo, famous from many flavor texts, graces us with his ingenuity in weapon design. Joining him is a Welding Sparks reprint and what happens when Goblin Game and Wheel of Fortune are forced together.

i find the wheels wording very confusing, and i haven't been alone in that
