The new "Encore" mechanic is a kind of creature flashback that lets you exile the card from the graveyard to make a token copy of it for each opponent. I can't decipher what comes after that, but I guess you have to exile the tokens at EoT. Aside from the Rakshasa there's a blue Pirate for 2U that draws a card when it dies, with a [something]UU Encore cost.

Not necessarily. Planeswalkers have been getting these borderless treatments as their alt-art treatment, so unless we don't see the Commander Legends frame on Tevest Szat and Jeska, it's safe to assume this is all they're getting.

That seems a bit anticlimactic. All this time waiting for the fourth Innistrad angel and it's not really even on par with the others.
Creatures that don't increase in cost when used as Commanders are tricky to evaluate. It's on curve and has a decent effect that scales in multiplayer, but nothing it does is particularly useful for most decks. At worst, it shouldn't be hard to gain infinite life and draw your deck with her out, but that's usually the floor of deciding if a commander is worth using at all.
Both are stupidly resilient on-curve fliers. Sigurda goes well with voltron strategies to end things out quickly whereas new angel is better prepared to deal with wraths (which are in both colors, may I add) and tries to lead a lifegain deck to get a ton of life-gain triggers.

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
A bunch of reprints (not a fan) and some new cards that look fine, nothing crazy so far.
Generic Partner is for sure better than the super restrictive one, but it also opens the door to degenerate combinations.
But lets be frank, Thrasios and Tymna are by far the most powerful combination and theres basically no chance to ever see a better combination, but if there is any cheap and powerful 1-3 mana partner commander it instantly becomes a red flag.

Putting that much cascade into the set is strange, but on expensive cards 6+ mana cascade is a value mechanic (only on the cheap cards, cascade gets abused to tutor or play 0 mana suspend cards).

Overall, its just a MASTER set with lots of reprints and a bunch of new cards.
