That is strangely dynamic for a red card. I mean, it's a loss of tempo on curve for an aggro deck, but it also defends you against tiny critters for a turn while you push into mid-game.
The difference between this having 3 and 4 toughness is pretty big, I feel like 0/3s never really get to block and live. I would opt for Fervor or the many different better versions of Fervor that exist. Anger might be the most powerful for wide, Lightning Greaves for tall
There's probably a corner case where having a smaller creature is better, but for the most part Warp World into Urabrask the Hidden is just a superior outcome. Generally speaking, though, baked in redundancy isn't a bad thing if it plays into your win-con.
I am pretty sure they wanted there to be a landfall matters deck with Scute Swarm and Canyon Jerboa, that deck requires a haste enabler, which is right here. Why on earth do all 3 parts cost 2C? No way are you dropping all of this and a bunch of lands on the same turn, W for the mouse, 1R for the wall and 2G for the swarm wound gave been fine and it's not like they are breaking anything on their own.
Another haste-granting wall, ready for all the nonsense you can throw at it.
