I have a Modern UGr fast Scapeshift deck Valakut Awakening tested decently well in; red mana is not my first priority in that deck and Valakut Awakening often only dug 3-4 cards deep, so this is most likely replacing that and may even eat into other flex slots like Coiling Oracle, Shimmer of Possibility, and Mystic Sanctuary due to this either digging hard for Scapeshift or being a land drop in a deck that needs 7-8 lands to combo off.
...Actually, this looks like a serious contender in blue-based combo decks in Modern. Ad Nauseam decks already play a slew of ETB tapped lands and may make room for this.
The land art is pretty good. I don't know what that instant art is tripping on though
To me it looks like a top-down/aerial view of the island on the land side, but like someones seeing it through a magical vision/reflecting pool/magic mirror/scrying ball-type-thing. And the blue swirl is in the shape of an eye.

Good observation. The island itself gives me turd hitting toilet vibes the more I look at it. Auto-include, obv.
I get a strong feeling that this card will often be played turn four, find a second copy of itself that is immediately played as a land.
If you really need the land, then just play the first one as a land. The only time you find a second copy and play that as a land is if you otherwise whiff and you decide not to dig further for gas.

this is very likely a close comparison.
2 more mana for the "cycling" but comes with a pseudo scry 6....
and this triggers prowess and other stuff....
also counts as a instant in the graveyard for numerous synergies.
