Roiling Regrowth slots right into my Awaken/land creatures Commander deck, at least. Even the Surge is appealing for that deck as it does both things the deck wants (gets lands, adds +1/+1 counters to creatures), though it likely won't be kicked often.
also not entirely sure ramp strategies needed these kinds of pushes in standard. g/u was already out of control, giving it more tools doesn't seem safe.

Or, more relevant, Roiling Regrowth doesn't set you back a land if it gets countered. That's a pretty fair trade-off for the coming into tapped clause.
This is a complete nitpick but Eastwood surge should have had green in the kicker cost. The tradition is when you add an additional effect with kicker (instead of just more of the first) you need another colored mana. Does this matter? No. Do I expect to play this often? Also no. But it's the principle of the matter.

I am a big fan of the Eastwood surge - I think that is proof of the rumors of a Western themed set. Either way, I think I will have to ask my opponent if he feels lucky, punk any time I play it now.

So it’s strictly worse not better
However it doesn't sacrifice the land as a cost so it's also not strictly worse.
If you think about copy effects it is strictly worse. Harrow costs 3+a land+copy and gives 4 untapped lands. Roilling Regrowth costs 3 + 2 lands + copy and gives 4 tapped lands.
If you think about counter spells then it is strictly better.

Of course we have ramp spells in the land set. Here are strictly better Harrow and Explosive Vegetation with a mass pump kicker.

I'm indifferent to him. Ramping for huge amounts of mana just so you can sink it into a tiny extra bit of value hardly seems worth it, in my opinion.
