The over all art direction of this set is kind of disappointing, but this is good. Also, pretty decent card. I could see myself putting this in some of my EDH decks.
Savra was my first edh deck. I still love playing her but one of the areas she falls down is people sac the smallest most useless thing. She ends up getting blown out by token strategies sometimes. This gets around that

Ha, I was about to say that I play Crackling Doom in a couple Mardu commander decks, and this should easily replace it. Except in any deck with Sunforger
Nice. Compares pretty well with Hero's Downfall. You won't always get the permanent you want, but in return sometimes you can kill something with indestructible or hexproof.
I see this card and it just feels like a trap - much like vona's hunger. In standard at 3 mana you should be able to choose the threat murderous rider. In commander, where that each opponent part is relevant - it is too easy to cast that you cast it at the wrong time. What makes cackling doom so good is actually that it isn't so good - but the casting cost is so awkward that you develop a memory of "If only I had kept a red/black/white mana open - I could have had an amazing cackling doom", or you remember how good it was that game that you cast it, but forget that when you finally had the right mana and a decent opportunity to play it, you cast it turn 6, it was good, when it could have just as easily been a ruinous ultimatum and been amazing.

Sometimes Swift End won't save you: opponent has Garruk's Harbinger, opponent has a Lurrus of the Dream-Den along with two Alseid of Life's Bounty and two Goodest Boy, or they tap out with 7 cards in hand after playing a Dream Trawler.
