So it's like Elvish Archdruid, except Wizard. And Legendary. And without the Lord effect. And only for a single Instant or Sorcery. And only for the generic part of the cost.
Not gonna lie, doesn't seems too great. Being Hasty is really nice n all but not sure if it justifies all the hoops you need to jump to get some benefit out of it. It would be a subpar card even if it worked really well with existing Wizard support, but considering said support tend to favor multiple small spells instead of one big one... ehh.

Someone is using a German or Czech keyboard:D I was like Kaya? WTF? She'd make as much sense in Zendikar as Karn in Lorwyn.
On the other hand, this Kaza makes a lot of sense in Izzet Aggro lists, even if she's alone she can turn any boring Cancel variant into the real deal, or poke eyes when you don't need the cost reduction, looks worth a spin.
