A preemptive complaint about people complaining about lack of downshifting won't stop me or anyone else from that complaining.
With that said I believe Thoughtseize should stay at RARE, at least WotC got that right and didn't upshift it.

Good question, let's see if I can answer it.
1. It's effect: It is a huge card, capable of making an early game splash and a huge tempo swing by taking ANY card except a land. Its an effect I want to see kept at rare. Drop this to uncommon and you set the table for future discard to try to nearly match it for power.
2. Too strong for Standard if they ever reprint it at Uncommon. I don't draft but can you imagine a draft environment filled with these. I wouldn't want to play it. Leaving it at rare may keep it available for reprint into a future Standard set.
Other cards are far weaker and should be downgraded and are being kept at Rare to hold secondary market value. My opinion and my reasons for it, nothing more.

Thoughtseize works on lands and creatures. Thoughtseize hits anything in the player's hand for one mana, so if players are building a deck where discard is a pivotal strategy, players want the most efficient card possible, even if it costs you life. And there a lot of low cost creature threats. Thoughtseize can handle any meta.
Most discard-focused decks use a playset of Thoughtseize followed by 1 or 2 Inquisition of Kozilek (as it's considered the next best discard card). Duress is a budget option but not the optimal option.

Have you ever been Thoughtseized turn one with your opponent on the play? It's brutal and it doesn't almost matter what deck you are running. Anyone who has it played against them turn one knows its a power play and knows it is a RARE effect. Not to mention a good opponent knows exactly what deck you are playing and exactly what you are going to play. Duress is a pale shadow in comparison.

I think the best way to describe the concept of downshifting is that the card’s effect(s) aren’t as impactful or revolutionary as they were when the card first debuted.
On topic; nice to see Thoughtseize again, but its reprinting doesn’t mean a devaluation.
