That art is sweet, and the card is decent enough. The "or planeswalker" will rarely matter in limited, so this is just an expensive bad Blood Curdle most of the time, but that's still good enough to be black's best common in all likelihood.
so...do you think we just won't get good removal this set? I remember when core sets had some of the best removal around, and they didn't have to ban stuff in Standard back then. Funny how that works. the more, and better removal, the less you have to ban threats. if Ugin gets to be a problem in the format, this absolutely won't stop it

I wouldn't look to core set commons for constructed format pace-setting removal. This is the Blood Curdle or Final Death of the set, nothing more or less.
Not thrilled with seeing completely identical effects at different costs with shifted rarities without any balancing justification. This is exactly the same as Hero's Downfall except 2CC higher and now common. Sometimes effects are adjusted for balancing purposes like Lightning Bolt to Lightning Strike or Counterspell to Cancel, but even with Bolt we have this garbage...Open Fire. At least Fateful End varies the effect and so should this card. They could have stapled on it's controller loses 2 life or something and this would not have been an issue.

Limited exists, and is the reason for the vast majority of these types of cards. Adding some other clause might bump this too far up the power scale for the particular job they're trying to accomplish. The point of overcosted removal like this is so that if you're not the type to first pick removal, or just don't open the good uncommon/rare removal spells, there's still something that has a decent chance to slide to you in later picks.
I'm aware limited exists. It's the primary format I play (Cube and Draft). I still think they should modify the effect -- even a you lose 2 life clause if power is a concern or a neutral clause.
