That's a very generous way to look at it since by design flusterswarm will always be a minimum of 2 storm and and can be split as you see fit to a large number of spells on the stack and cannot be singularly countered except by another flusterswarm or a mindbreak or something like that.
Well, it seems likely to win counterspell wars but I don't think it's main deck playable in anything other than Vintage/Legacy because of the number of things it misses in Modern/Pioneer/Standard/Historical.
Unless there’s a non-blue spellslinger archetype in standard before Throne of Eldraine rotates I don’t think this will replace Mystical Dispute, though it could be copies 5-8 of dispute in some matches.
It'll be a staple in older formats for sure, just being able to counter a thoughtseize or dark ritual may be worth it in legacy, also deals with other counters and burn spells for just one mana, it's pretty damn good.

This counter is really good in your Sideboard if Combo (istant and sorcery based) is a problem.
I don't see it as a maindeck card because it can target only 2 types of cards.

This is a rock solid sideboard card. Negate can hit more, but it also costs twice as much to cast.
But Negate is a hard counter, whereas this is much less useful late game to protect your threats from removal/sweepers. This is more a complement to Negate rather than a substitute, I hope they keep Negate as one of the common counterspells in the set/format, it's always a good card to have.
Some of us build decks that try to rely solely on 1cc counter spells. As such, Miscast isn't a bad option as a sideboard card. Hard to justify using it over Spell Pierce in your mainboard, but I can at least understand arguments between it and Flusterstorm going either way... especially as a budget option for beginners, or another solid budget option in EDH.
if it was "noncreature" instead of "instant or sorcery" spell pierce would have been a goner
