EDIT: Where did the may clause for putting the +1/+1 counter go?
It ran away with the may clause from Ajani's Pridemate and joined the circus. Apparently someone at WOTC has a vendetta against may clauses. I'm not claiming anything like "dumbing down the game," but it can definitely negatively affect some games of Commander (for example, to force growth with a Meekstone in play).
The "may" clause is HUUUGEE on lots of cards. I hope they aren't abandoning it altogether for other cards because that would be some issues.

Just remember folks saying that WotC is toying long term to eventually get rid of paper M:tG because digital is easier to fix, and can get them money without having to physically print anything can only be though of as “carzy tin-foil hat conspiracy theroy people who have no basis for the idea.”
Just ignore the two points of data that appeared within a year of each other because they don’t agree with you.

Arena makes the most sense in this case. Especially since drawing cards happens all the time and there's typically no downside to getting more counters.
If there's something like Smite the Monstrous in the set, it will probably feel noticed.

I think it is almost purely for Arena that they are doing this.
Lack of a "may" trigger actually causes problems in more competitive paper play, because it creates the awkward situation where you have to remind your opponent of their trigger or potentially warning/infraction issues with it. With the "may" clause it creates a different kind of feel-bad, but less severe. WotC has talked about this in the past, so this is clearly an about-face driven by... something. It probably is reducing online clicks.
So, when this came out in Alara Reborn I was really excited and wanted to see it do well. The format as a whole is significantly more powerful now, so I doubt it has time to shine, but I'll always like the card.
