Look at the top three cards of your library. Put one of them into your hand and the rest on the bottom of your library in a any order. If you cast this spell from anywhere other than your hand, instead put all those cards into your hand. "There's a thing that's neither future nor past. What is it?"
Huzzah! That's going straight into my Intet deck. This definitely pulls a lot of weight in UR decks that use red's "fast draw" for sure. Furure Sight and its relevant ilk as well.
I don't play modern, but the first thing that came to my mind was how this works well with Snapcaster Mage. Probably want to get it into the gy somehow instead of hard casting from hand though, I imagine.
past in flames value during combo turns might be cute. i want to see what the storm bros have to say about this though, cause thats the only way id play it

Decks I have in my bag of tricks- Needless to say, someone who wants to play will probably have a deck UB/x Faeries UR Storm XURWB Affinity G Elves UW control
At least we will always have Eye of the Storm to at least abuse this with since it lets us cast the copy.
A slightly more practical option and also in standard right now would be God-Eternal Kefnet.
Speaking of Standard, Mission Briefing works too.
So, plenty of ways to get some use out of this across formats.
The design of this card is an A+ in my book. This is a great way to take advantage of the new red "exile" or "fast draw" affect. This with some of the chandra's that exile the top card this card is a lot of fun. As a degenerate UR player, I am definitely going to jam this into a UR prowess monstrosity with Light up the Stage. I think it would also be really cool in a RUG cascade deck. I am talking about the modern format for reference.
As someone who tried Strategic Planning in Modern UR Storm, though, sorcery speed and 2 cmc arguably more than compensate for dumping cards in the graveyard instead of the library, which is why Strategic Planning saw barely any play in UR Storm and I don't see this card getting into UR Storm.
The flavour text seems pretty stupid, though (on the bright side, its translation actually looks reasonable, unlike some other Chinese translations of previews of this set I've seen). This man cannot see that the answer right in front of his nose is the present.

I like the regular effect better,
but the powered up effect kinda sucks in comparison.

also works well with Snapcaster, Cascade....
I can see this seeing play somewhere.
powerful card.
Cascade cards
And many more
This has potential in formats my friends
I even like the line T2: Sprite Dragon -> T3: Light Up the Stage -> See the Truth. It's like drawing 5 cards for 3 mana.
At the very least it gets around Narset, the Busted.
But it means you can't proc your Lorescale Coatl that you'll definitely be playing! Sad snake
RUNIN: Norse mythology set (awaiting further playtesting)
FATE of ALARA: Multicolour factions (currently on hiatus)
Contibutor to the Pyrulea community set
I'm here to tell you that all your set mechanics are bad
