For when you run out of space in the core set so you have to stick Mind Rot and Sign in Blood together.
Monoblack EDH decks already run Syphon Mind, so this card seeing at least some EDH play ain't much of a stretch. In one hand, yeah costing 2 more is a huge deal and you draw one less card, but in the other hand each opponent discarding one extra card is nice, as is the fact that this is still useful if you top it in the 1v1.
