So most of the time this just seems like a "safer" crule ultimatum. Yeah its doesn't have as good an upside when everything goes right, but if you don't have a great creature in the yard and/or your opponent has a bunch of tokens this is probably better. 5 damage takes out a lot of things, 5 cards is great, and 5 life is always a nice bonus.
I'd like to see this on a Spellweaver Helix with Raven's Crime imprinted to it, constantly feeding lands to the Crime and controlling the board/game that way.
Seems excessively clunky and I know there are better options but that's how I roll

5 life is irrelevant.
5 damage to something is pretty meh.... will kill a dude or finish off opponent, but in a spell like this is vastly overwhelming.
draw 5 cards is super powerful, sure.... but for 7 colored mana in 3 different colors? meh.... forget it.

The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.
I think the translation is missing some text. Some friends took a look at it and they are saying that it will target 3 things for the 5 damage. They did say they were a little rusty, but still feel their translation is mostly correct. So it would be you gaining 5 life, deal 5 damage to up to one target player, target creature, and target Planeswalker, and you draw 5 cards. Can anyone else help verify this?

The translation seems to be correct. For some reason, they say target creature, planeswalker or player instead of any target in Japanese.
This also in the tri-color combo that love casting non-creature spells, even if this isn't the most game changing your likely trigging prowesses or other effect, doubling it and/or able to get out of your graveyard to cast again (if your using it right).

The biggest crime of this card is how boring it is. Jeskai is probably the hardest wedge to design for, but still. I feel very let down by this card and they need to spend some time thinking about how to explore this wedge's identity more.
It doesn't seem as downright insane as some of the other Ults, but it is still pretty good.
I do wish it was something like:
Shuffle any number of cards from your graveyard into your library, then draw 3 cards. You gain X life and deal X damage divide among any number of targets, where X was the number of cards shuffled into your library this way.

Japanese equivalent of “any target” on Magic cards is “Choose target creature, planeswalker or player” since Dominaria made rule change.
Other parts of card translated is correct. Draw 5 cards part cannot choose target.
Flavor text is something like “It’s wonderful to be within peace. It’s worth pursuing. Compared to that, there is no shortage of external peace.” I’m sorry, last sentence is difficult to translate to English.
Would it have been better if it was a combination of a hard counter, a 'copy spell' + Act of Treason, + 'you gain life equal to the CMC of the spell countered this way'?
Question for Japanese speakers: How come some cards in Japanese have smaller text over the name of the card? You can see it on this card, for example. Small characters over the larger characters of the card's name.

Target player gains 5 life. Splendid Ultimatum deals 5 damage to any target. Draw 5 cards.

It being a sorcery is just bad for that cost.
The 3 cost is RED and the 5 damage with the 5 life is the worst part about the card.
This card is much more "blue" than anything else.

I tried to brew a janky Modern deck using Spellweaver Helix with cheap retrace cards like Raven's Crime and Flame Jab combined with Cruel Ultimatum and Sorin's Vengeance, so I definitely like your style.
Unfortunately it wasn't too great, even before Faithless Looting was banned.
