Parcelbeast is a nice attempt at fixing Thrasios though. Give him a haste enabler, Living Plane and Intruder Alarm and you may do the same shenanigans though.

Besides more than that
-1/-1 counters decks can use it since it doesn’t say “you control” for giving counters
0/0 creatures particually hydras can use it
Blink/flicker can use it
The new keyboard counter stuff

The Ozolith is a roundabout way to make your own Skullbriar by having a place to store counters whenever something leaves the battlefield. On who keeps counters between them, I'm not sure.
Parcelbeast looks like one of the best Mutate cards so far. Neato ability, decent P/T, relevant creature types, cheap Mutate, decent mana cost for what it does at base...
It's possible that Modern Elementals might want this guy as additional CA. Even though it's an aggro deck, it tends to be overfilled with weenies, and some redundancy for Risen Reef is nice. There might be other UGx decks that want this guy (maybe Bant Stoneblade, for instance).
The Ozolith and Simic Ascendancy for glory? Though I hope that it works as expected (correct me if I'm wrong).

But it still "works" in the sense that moving counters from the Ozolith onto your creatures does get seen by Simic Ascendancy. So it could greatly accelerate the speed of your Ascendancy win if you lose a big creature with some counters on it.

I mean maybe every deck uses counters. But how many of them are so focused on them that they would want to dedicate a slot to keeping them? Back when I had Ramos +1/+1 counters yeah that deck would have loved this card. But now I can’t think a single deck I have that cares that much about the counters on its creatures. I'm probably going to try out Zaxara, which would certainly like this card. But otherwise I think it’s highly overrating this card to call it a format staple. It’s an archetype staple. Not a bad card. Just not nearly as good as you’re making it out to be.

You can do it in Standard with Sarkhan the Masterless and a sac outlet. This works really, really well with Modular, as you can both put the counters from the ability AND throw them on Ozolith (thanks to last-known-information for the triggers)

Putting the counters back on only happens at the beginning of combat, not ETB. So any PW that's capable of being a creature at some point could potentially re-accrue those loyalty counters.

I could be wrong, but it looks like Skullbriar would probably lose the counters as the artifact isn't a may ability to take away the counters.
