At first I thought it was trash in some wrong colors, but there are a lot of cards WRU noncreature spell decks utilize that generate tokens (Gavi herself, Talrand, Kykar, Young Pyromancer, Saheeli, etc). Akim adds value to that and then (expensively) let's you finish players off with the army of tokens. I don't love it, but I appreciate it more after some thought. At first, I was really against everything this card chose to be.
I'm not so sure that I'd call it a bird legend as bird tokens aren't a huge thing... especially in red.
I'm not sure what I'd really call it, honestly. While white has token support, azorius has flying support, and boros supports going wide... this card doesn't really do any of those jobs too well.
Getting a regular stream of tokens on each player's turn (to maximize free birds) is very tricky and often requires a large influx of mana (see Sacred Mesa, dawn of hope, mobilization, etc.)... which means that you'd need to slow down production to attack with your double-striking critters. While this card is capable of putting down 8+ damage of pressure in a single round (4 1/1 birds with flying and doublestrike, in addition to doublestrike for the tokens that triggered this ability), that payoff doesn't seem like it's worth the ideal circumstances that would be needed to pull it off (tons of mana, ability to make tokens each turn, a full round where nothing just kills your unprotected commander).

It's red. You have access to Krenko, Goblin Assault, and a whole lot of other generators in red. In fact with that you're guaranteed a bird token each turn.

I’m prob going to add some dragons to help support the Flying and token themes. Attacking with an Utvara Hellkite and then giving all those dragon tokens doublestrike seems good. I know it’ll be a bit expensive, but I’ll try it as a subtheme to help close things out.

Now, I'm German, but I'm not an expert on how cards are worded in German. As I read it, it activates not only when you create creature tokens (that would be Kreaturen-Spielsteine, I guess), but any kind of tokens, so also Gold, Treasure, Food...
