It's basically green removal, just in a really roundabout way and the defending player gets most of the choices. It's weirdly less good the more opponents are around because the goaded creature's controller will usually pick the opponent with the least value to you (especially if they're playing their own politics, as they should), making it a very Rube Goldbergian way of green getting an aura that in effect let's an opponent cast an Edict each of their turns until a specific creature of theirs dies. They choose an opponent, and that opponent chooses a creature to offer up as sacrifice (or gets a big punch to the jaw).
It's flexible, and in most games will take out 2-5 creatures, but those creatures are unlikely to be high value targets and your opponents make all the choices. But it is a well designed card and will create activity on the board which will rarely blow back on you and will always be inconvenient for your opponents. You're going to get value here, and in a pinch, it'll make one of your creatures an inescapable threat. It's expensive, though, and I'm unsure I'd play it out of enchantress decks.
This is good pseudo-removal. Put it on the right creature and suddenly you can fade into the background and set up while your opponents are trying to deal with the present threat.
