As said above, your creature being goaded doesn't mean anything as it is as your end step and ends at the start of your next turn, there's no opportunity for your creature to attack in that time span.
If someone takes control of said creature and gives it haste though... Well it can't attack you!

I mean, your opponents won't play along until they're ready to swing with something anyway, so a lot of the time it's only going to be growing your guys. Which is not a bad effect for a simple grey ogre, but it's worth mentioning that this is unlikely to chaos mass chaos right away, but once opponents have beaters out, it'll get interesting fast. I do love the idea of grouphug decks with effects like this.

Edit: Whoops I read it wrong it’s not a upkeep trigger it’s a Endstep trigger so your goaded creatures turn off before they attack
The goad is referring to the owner of the Agitator Ant. So until the Ant's owner's next turn, those creatures are goaded.
