it is most likely in the mardu Deck as it is the tribal one among them.
I like that mana rock a lot! I assume both are in all 5, based on past precedent since they are common. Path is great, even in a deck that doesn't care about tribal at all it taps for any color you need and gives a scry when you cast your commander, making it better than any other tapland (or at least any of the budget ones).
"Bynder" is a made-up word and does not mean "binding". That said, they translated "commander" as "Kommandeur" rather than "Kommandant" or some other actual word, so i guess your back-translation might still be correct.

The artifact is a new card, so the common rarity means it's in all the precons. Path of Ancestry is a reprint, so its rarity means nothing other than it was a common in its last printing.
Its a group hug card, but it also encourages others to also run it if they want to benefit off of it. Its obviously not a cutthroat card. So for a more casual playgroup or local meta, it seems like it would have a home in decks.

But interestingly enough the fact that it seems casual/weak means your opponents are less likely to run it, which makes it more likely that the card benefits only you. So I think this is pretty strong.

It's probably "bonder", a term used on Ikoria.
