Whenever Nascent Metamorph attacks or blocks, target opponent reveals cards from the top card of their library until they reveal a creature card. Nascent Metamoprh becomes a copy of that card until end of turn. Then that player puts all cards revealed this way on the bottom of their library in a random order.

Can someone explain the appeal of Decoy Tactics to me?
From what I can tell, you don't get any benefits from an opponent if you don't (or can't) target a creature they control. If two of your opponents have creatures out, it will likely even out to a Repulse that you don't actively control. If all three opponents have targets, you are likely to get a cost-efficient effect... that you still don't have any control over.
While the best-case scenario of paying 3 at instant speed to draw 3 cards is certainly nice... it doesn't seem worth all the effort.

politics you can save their creatures for favors and you can shoot stuff with massive +1/+1 counters on them so they have to let you draw
