If someone runs Kelsien in the command zone, 1-toughness creatures are strictly off-limit (playing that mana dork will just give him food to grow the moment he comes out). I kinds of dig that, I think.
Shiny Impetus reminds me a bit of Vow of Lightning... except that the useful ability is replaced by attacking each turn and giving you mana. Not super competative but seems fun enough.
Is Kelsien the removal commander? I'd run he/she/them with a bunch of deathtouch creatures/effects and a ton of removal, it's in the perfect colors for it.
Apparently it's still unreslistic to expect characters that are depicted as using bows and have cards that are able to deal direct damage zo automatically get the creature txpe Archer. And I would have loved this card as a RW Archer commander. B too? Sure, I'll take that as a nice plus. But nooo...

I love shiny impetus - not the mower powerful card but fun politically to slap on the biggest beater on the table.
I have been using Queen Marchesa as my assassin commander for a long time, really wishing for something a bit more, assassin-y. Kelsien, the Plague is replacing her immediately, for me.
