My Marisi deck will totally run this. Goad all the creatures and then grant them menace. Plus, it makes my own harder to block, ensuring the goad trigger in the first place.
Every time I see a card like this I feel that urge to piece together a(nother) red/white deck with cards like Avatar of Slaughter, Dictate of the Twin Gods, and Rite of the Raging Storm, and then I remember how poor the support is for actually casting expensive permanents in that color combo.
