This card is so good. It really just *****s on Theros and then rubs Theros' face in it. Usually cycling adds 1 to the mana cost, is 1G the balanced cost for exiling up to three enchantments?

Yeah this seems puuusshhhed. But I'm guessing the thinking was, even with cycling this isn't good enough to make the main deck cut in constructed, unless constellation/enchantment decks are a far more dominant part of the metagame. So it's still most likely just a sideboard card, although a very strong one if enchantment decks are out of hand. And in Ikoria limited, it still shouldn't make your main deck unless you also have cycling synergies. It will be exile one enchantment for 2G like 99% of Ikoria limited games, I imagine.
Now in Commander, I think I just want this all the time. Killing even one enchantment at instant speed is fine if you're desperate (and against certain enchantments, you will be) and if you get 2+ targets it is very solid.

Very true. It's just good in 1v1 games, but in any multiplayer setting it's easily a 3 for 1 every time you cast it. I can't think of a situation in multiplayer games I've played where there weren't three targets in play by turn three. Even if I'm just picking up a spare with a Wild Growth being the third target, I'm not mad at it.
Thing is, we saw a singleton of the Amonkhet one fairly often during Amonkhet standard and enchantments weren't as prevelant then. But, cycling support may also be less parasitic this time around, so there's a very good chance we will see this just for cycling it.
