From that point on, Human tribal was on the table as something designers could use as they saw fit. There were a few cards here and there, mostly using Human tribal to add a bit of flavor. The next big push of Human tribal came when we returned to the gothic horror plane in Shadows over Innistrad and Eldritch Moon, again, primarily focused in green and white.
Human's next big appearance mechanically was in Throne of Eldraine, but mostly for the use of "non-Human." We'd tried batching a bunch of creature types to be the faerie folk of the world, but we quickly realized that they were mostly defined by being everything but Humans, so for the first time, we tried a negative tribal theme where you were rewarded for not being something—in this case, Human. Humans have had a lot of support over the years (and even have some powerful tribal decks in larger formats), so we figured it was okay to punish them for a set.
Which brings us to Ikoria: Lair of Behemoths. I can't go into detail just yet about what role the Humans play in the set, but much like the Innistrad blocks, the source material has a lot of Humans in it. In fact, in just about every monster movie you've ever seen, Humans are there playing a big role. Ikoria will be no different.
So looks like this is confined that Ikoria is gonna be top-down monster movie flavored set and often humans play the roles of victims, monster makers, scientists and monster hunters.

The man himself said Ikoria was bottom-up in terms of design but that it would have top-down elements. To be fair I think they've moved away from strictly bottom-up or top-down design in the sense that although the process may start from one of the two directions, more important is the feeling they want players to experience playing and interacting with the game.
I do think we'll see many of the tropes you refer to though.

I have to wonder if thats part of why the past several sets have been so messy, disjointed, and a mix of utterly bonkers to the point of obvious mistake requiring a ban, with completely unplayable
But that started in amonkhet that’s not a 10 year wait
What? He didn't say that was the cycle that has been awaited for 10 years. There can be multiple cycles you know? Like why on earth would they put cycling in the set and not complete that cycle?
This is a soft wedge set so enemy lands would be good for draft and limited.

He said people have been asking for the lands for over ten years.
I don’t think they’ll be enemy cycle or bfz lands. I think we’ll get the enemy ones in the fall.
horizon lands would be cool. Kinda random, but cool.
What about versions of murmoring bosk? Basic land type with a wedge that deals damage to you for the other two.

No, he didn't. Unless you can provide evidence otherwise. In the original hint post he said, "And a cycle that players have been asking us to make for over ten years." And on Weekly MTG this morning he was asked "Yes or no, is there a rare land cycle in the set?" and his answer was yes. Nothing else. Please, show me where he said something else, but until otherwise proven wrong I'mm sticking with my call.
What? Literally just scroll up to where you and someone else were talking about how the land cycle would be the cycle He was talking about in his hint and a certain someone gave a very reasonable explanation for that not being true but no one seemed to be having it.

Oh you know what
I don’t care the cycle could have Ben anything
Land was the first thing in everyone’s mind due to those usually get the most requested for a cycle
And you know dang well krosan verge was requested outside selesyna

my guess is the enemy cycling lands.
That’s the bicycle lands
But that started in amonkhet that’s not a 10 year wait
I'm thinking they'll finish the Horizon Canopy allied-colour lands to complement those from MH1. Or enemy versions of the Zendikari duals.

It’s was the ultimatums we’re getting the wedge versions of those
I didn’t know people kept asking them for that cycle to be complete
“No Steven, the land cycle will be the cycle he was talking about.”
Hmmmmmmm.
