I'm having a hard time conceiving of any product release for a card with a French name. Unless... wait, are we finally getting the long awaited French Revolution set?!
And know them oh yea like they would put that Uber confusing card in a standard set
I'm not so sure what's so confusing about this card. Just exile the creature and literally every enchantment and counter on it and then bring them back when this card leaves. Once you know the card it's pretty simple.
I want to reiterate, not to you specifically, that this could have shown up in things like Time Spiral block, Battlebond, various Masters sets and yet they ignored this card. Putting it in a Secret Lair just seems completely douchey. Putting cards like this in a limited print product would just be another example of them lying about how they don't pay attention to the secondary market.
I really hope it never gets slated for a secret lair. Cruel place to put a card that is basically only desired in pauper and not as a 1-of. My thinking is it makes sense for Commander Legends, which will probably be more expensive boosters but at least will help impact the price of existing copies.

Oh by the way I definatly only get secret lairs I’m interesting in (this one I am since just like with kildescope killers cheaper way to get the foil versions also I have none of the original gods) but anyway they are not all that bad it’s only for a certain audience which looks to be the case for all of them and you got to remember the scarcity of these will cause all of them to spike in a few years

Still utterly fails to explain why it wasn't in Modern Horizons like tons of people were asking for but ok.
A better question would be to ask why anybody though Modern Horizons would be such a natural fit for it in the first place. The damn thing is near unprintable. For one, it's a relic. Not only does it predate the modern color pie, getting an effect normally reserved for white, it does so with a massive wall of text. The 2-part Oblivion Ring template has been dead for years, so there's no way something with it was going to end up in a product that was supposed to represent the future. All of that text exists to serve a weird aura/counter preservation mechanic that, respectively, results in a wall of text or has been written much more elegantly the few times it has appeared since Oubliette's printing. All told, the sheer number of reasons to not reprint it is damning. It would probably just be forgotten if it wasn't printed at common.
Folks should be happy that Wizards is thinking at all about how to reprint the unreprintable, not get mad about not jamming cards where they obviously don't belong.
This is clearly either going to be in Jump Start or the Commander Draft set.
I don't think it will be in Jump start as it's depicted being tribal themes and build 1 deck with 2 boosters.
Oubliette is not in a tribal theme and the card is way too complicated for building a deck with it with 2 boosters ...
As WotC said in their article, some themes are tribal (cats, pirates, eldrazi) but some themes are not tribal but more thematically linked (Garruk, Doctor, Phyrexian, etc.).
I think the Commander Draft set is way more likely but it is the card could be in Jumpstart. If we are going to be technical, the card COULD be in M21 or Ikoria as well, given that how enchantment heavy Theros Beyond Death was but... That seems less likely than the aforementioned supplemental sets.

WotC did not want it in Modern.

Its a removal spell, there is absolutely nothing complicated about building a deck with it. It could literally go into every black theme.
That said I don't expect it in Jump Start.
