The problem is there are a dozen better options. There are 5 mana wraths I'd play over giving my opponents an extra card. One mana is worth substantially less than one card.
This would've been the perfect place for the flavour text on Reparations to fit in. You're giving people compensation and then wiping all creatures out. Conditional compensation mind you.
This will see play and is a great complement to Naya/stompy decks that happen to run white. Easily a first-pick in limited.

I was playing in an Oathbreaker game recently that went really long. I had Mirari's Wake and Doubling Season out, then used Finale of Glory to summon 30 Angels but... I had to pass the turn as I did not have a haste enabler. If someone cast this card against me, they would have milled me out.
You guys are complaining about a 4 CMC wipe that just gives them ONE card. If I am playing an aggro based deck and this is played on me, that one card I draw will not be enough for me to come back after 3-4 creatures get killed. Hell, I may not even draw off of it.

It'll be played in standard for that exact reason. They stopped 4 mana wrath’s because they oppressed aggro heavily. This will follow that lineage. But I’m commander it’s pretty meh just because of the wealth of options.

In a world where 1 mana is the going rate for a card (rhystic study, mind's eye), a case can be made for the disadvantage of giving a card to each player vs our 5 cc wrath effects. Also, it may take a little of the sting off of getting board wiped to get these "reparations". But, I think the real issue is the density of wrath effects - and how little this one does other than wrath/day of judgement. I often find myself only wanting 3-4 wrath effects and I will often begin with fumigate (gain a lot of life), hallowed burial (stops graveyard tricks, leaving battlefield, indestructible), rout (instant speed option), austere command/cleansing nova (options are good), if I have other colors (supreme verdict, merciless eviction), terminus (because it is fun to just happen upon it) - and honestly my new favorite is tragic arrogance. That still leaves some 15 or so other wrath effects of some sort that I have chosen not to use - and this will likely be added to that pile. Furthermore, this card isn't competing with a better option because of the expense of the best choices - I think the only wrath effect that breaches the 5 dollar range is perhaps austere command.
I think that the EDH playability of this card is irrelevant to how good this card is - it is going to be a question of how this card will fit into standard. With the majority of the decks that would traditionally be impacted by a card such as this running their 4 power creatures out the turn this card comes online (questing beast/bonecrush giant/lovestruck beast) - that is what makes this card presently bad. Unless the metagame changes to more 3 power decks (thorben red for example) - the cost of this board wipe versus targeted removal is going to doom this card to the bulk bin for eternity.
I think this card will do well in more competitive EDH groups where mana costs matter more.
cEDH wouldn't touch this with an 11.5 foot pole. If a cEDH deck wanted a 4-mana white sweeper (and let's be honest, they probably don't), they'd much rather play Wrath of God or Day of Judgment.

It's the best (unconditional) wrath in standard and we're worried about whether it is playable in a format with 42,583 wraths?!?
Mana bases have been bending over backwards to accommodate Kaya's Wrath and that can stop after TBD goes live, thanks to this card.
