RG still feels like a really weird color combination for a god of destiny. The green is fine, but isn't red the color of "F*** destiny, I do what I want"? As a concept, destiny feels much more WG imo.
I initially felt the same, but there could be an existentialist spin on "destiny" for red. As in, you can't control what happens to you, but you can choose what to do about it. Those who make their own choices not because of but despite destiny would be something like heroes.

Maro was asked about this a while back and iirc he said as long as the destiny/fate was something a red character wants/enjoys could be happily following. Tell a red character they are destined to be a great hero and go on wild adventures and they will probity jump right on the hero path.
For Klothys I also think she might have been (or took over when that god was forgotten) also a god of love since as a destiny god she might have influence over people "fated" love, so thats why she's RG.

Red is the color of passion and pursuit of ideals i.e. potential destinies.

I don't know where you are pulling +4 devotion from. Burning-Tree Emissary only counts as 2 , 2 , or 2 . Sure with a second Emissary you get fulfilled devotion.

I sense she might not see Modern play. She's kinda like the slowest Sulfuric Vortex ever, except she is indestructible, gains life, hates on graveyards, and can produce mana instead. Yeah, she also gives off fixed Deathrite Shaman vibes to me. She might have been playable at 2 mana or post-combat main phase, but I think 3 mana and pre-combat main phase kills her.

To me, Klothys being an RG goddess of destiny implies that destiny as a fixed path is a load of hogwash in Theros.

I'm more confused that it wasn't of her volition. Was her getting chained down also just part of her own destiny? Like Klothys was destined to just there and wait in the underworld until Elspeth tries to escape from the underworld?

I think the wording on the blurb is intentionally misleading. I'm betting Heliod saw a glimpse of the gods being overthrown by Demigods/Mortals and chained Klothys to stop it from happening, thereby making it happen by Elspeth or Ashiok setting her free.

You can say that again. Normally it would be fine, we'd get something like story articles and it would make far more sense than a tiny blurb. Practically need a microscope to analyze this story. Though it matters little as I can't fret too much over it.

Idk in EDH, imo Xenagos is still better, and Klothis isn't that good of a ramp, it is Darksteel ingot on Steroids. (but being able to snipe mana dorks could be good in a less political eviroment).
May be used in curiosity-control style decks since it works with Snake Umbra etc. But since it requires devotion it is probably too fragile even for that.
Yet another villain, it seems. Who somehow cares about the underworld. Stepping on Erebos's toes.

Being an antagonist doesn't make a character villain by default, it simply means she goes against the protagonist.
I know the difference. I just used villain synonymously with antagonist because WotC clearly wants to make apparent the idea that this god is going to be hunting Elspeth from the grave. Elspeth is clearly our hero here, and anyone trying to kill the hero seems like the bad guy.
Also, am I the only one that hates her art? Wtf is going on with her hips? They're like 5 times wider than the rest of her body. She also looks like she is awkwardly drawn in... like an Anime character on a flat background or something.

It's the forced perspective. The point of view here is looking up at her, so her hips would look wider by proximity.
