To be fair, this is the first piece of storm hate that has been cheap and generalized enough to actually look effective.
Instead of making storming more difficult (dampening sphere) or targeting the kill spells (amulet of safekeeping), this card targets the mechanism of storm at a mana cost that matters (unlike rule of law/eidolon of rhetoric).
...plus this card hurts affinity, ad nauseum (no more grace + nauseum), and infect (no explosive wins from nowhere).
This card would have been so much better pre faithless looting ban as a way to hate on those looting decks UR/R Phoenix and grishoalbrand. Got to imagine this was designed to hate those decks since they'd obviously have made the card before Hogaak was a thing and when Phoenix was dominating the format last year.
Still might be of some use in certain meta's. Being just 1 mana is huge and it's actually useful in UW control as it gets around snapcaster flashback unlike rule of law or the taxing effects of dampening sphere.

I mean...It could work to buy an aggressive deck an additional turn or two? But so often the play pattern is going to end with this being bounced/destroyed EoT and then the opposing deck takes over and/or wins. I'm not writing it off, but this effect has been around for, literal, decades. Each and every iteration suffers from the same flaw. We'll see, but, for example, against Storm in Modern, they still play Electromancer on 2 and still have plenty of ways to bounce this and still kill on 3. Against Infect, you need to be able to layer removal just as much, or more, as they need to layer pumps. I dunno. Color me skeptical.
Boring modern sideboard card. Not a fan, we already have a ton of effects like that in white. Being 1cmc is a bit annoying for storm players i guess, but Storm players deal with this kind of card all the time.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Will be fun to use against burn as they run a pretty high amount of sorceries and others of that speed. Even staggering their spells is going to make Burn feel the burn as they can't just vomit their hand if you throw this out.
