Once upon a time seems crazy in modern tron deck. Sure, the 2nd one isn't free, but fixing your tron on your 0th turn (on the draw) seems busted. sylvan scrying is still probably better since you're guaranteed to get the land you need, but this looks so good.
And in what world is the wicked stepmother a noble?
Depends on the version, many have Cinderella and both her birth and step family being nobles which adds to the humiliation of Cinderella being a servant.

I don' think you can cast once upon a time for free unless you "can" pay for it.
No,the only restriction is that it's the first spell you've cast in the game. The game can check permanents under a player's control, like with Invigorate, but whether a player "can" cast a spell for its printed mana cost, as you put it, is out of the game's scope, anyways.

Well, if that's the case, then this card seems like it's geting splashed into any deck that can reasonably run it. Right? Its effect isn't overcosted when it isn't free.

Having read this a couple more times to see if you’re right, I don’t believe you are. There’s no further riders in casting it without paying its cost other than it checking if it is your first spell you played in the game.

Oh, hey, Karn, what's better than Stirrings? a free Ancient Stirrings! The Cinderella flavor on some of the cards is getting like a biiit too much on the nose. Joke aside, I'm not sure Once Upon A Time is going to compete with Stirrings however, Stirrings lets you grab literally any card from the top 5, barring some minor exceptions like Extraction or Thragtusk for 1 mana, while the ELD "Stirrings" can't grab PW's, and if it's land you're seeking, Scrying sounds superior. I doubt it'd be worth to replace 4x Scrying with this card but I may be wrong, I say 4x because you'd always need the full four in your deck in order to maximize the chance of casting one for free on T1/T2.
I love the flavor of all of these. Wicked Guardian might make a nice series of black cards that deals damage to your own team for benefit. (new kind of exploit?)
I could be wrong, but the conditional clause is past tense, as in if you already cast it, you may cast if for free

Choosing an alternate casting mode occurs in the second step of the process, 601.2b, while the actual determination of a spell's cost, the activation of mana abilities, and the payment of costs occur in the sixth, seventh, and eighth steps, 601.2f, g, and h, respectively. There is plenty of room for the rules to see what's going on here, so much so that the casting rules even allow for really weird stuff like Garruk's Horde letting its controller cast Zoetic Cavern for its morph cost off of the top of the deck.

Also, why would be the stepmother invited to a royal ball if she wasn't a noble?
The new Stirrings has me super excited. it won't replace Stirrings unless Stirrings eats a ban, but Tron will absolutely run 4, from now until the end of time.
aside from that, is it just me or does this set feel super weak? it oozes flavor, it feels fantastic, and I know a lot of the spoilers have been intentionally bad PW deck cards. I know there is a ton to go, but New Stirrings aside, this feels like a super weak set. Dragon Maze, Born of the Gods weak, weaker than most core sets.

Well, they have to reel in sets every once in a while so power creep doesn’t become permanent, but I’m actually enjoying these spoilers. The flavor is a home run. There is uncommonly to rarely anything for me in new sets, but I can always enjoy flavor and seeing where they go with design space.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
