“That’s a nice ship full of goods you’ve got there. It’d be a shame if someone were to try and steal those goods but accidentally burn your ship down because they’re goblins and are comically inept at everything they do.”
This is a fine card, and the type of card they should be printing for the format. Punitive against mana-rock heavy decks, gives you a short-term boost and isn't egregiously expensive to play. Nice work here.

Even at the casual games I play, this would nab you 3-5 treasures on turn two and likely 5-10 on turn three without much issue (by turn three, I regularly see enchantments like Rhystic Study, a couple of the Tarkir Ascendancies, Ghostly Prison/Propaganda, Kahlni Heart Expedition, Hardened Scales, Sigarda's Aid, Beastmaster Ascension, a God or two, etc plus by that point everyone will have a Sol Ring and/or a Signet, Talisman, Locket, Cluestone, key equipment, etc).
This is my favorite red card in a while. It scales great isn't overpowered, and plays into how EDH games typically play out. If you have ways of reusing him, it'll et out of control fairly quick.
A politician? Nah, he's way too honest about being a greedy con artist.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Someone ask MaRo if this and Goblin Spymaster are for a new modern plane we haven't seen. These guys certainly aren't from Ravnica, Innistrad, Fiora or Kaladesh.
In Signet meta, this feels like a signet or another Treasure Nabber on curve and more explosive later on. This can easily be a repeatable Seething Song. If you ration them, it's basically a signet with more upside. Late in the game, you jump ahead on mana to do a big thing unexpectedly.

It would be nice to see other solidly playable red cards that encourage you to do something other than Goblin Welder deck, but it's not clear what mechanical themes red really has access to that can work as well in commander.

I see no reason why he couldn't be from Fiora. Setting aside the fact that extortion and politics are the bread and butter of Fiora, his clothings are somewhat similar to Selvala's and he seems to have facial hair which Fioran Goblins seem to have. The only things that point otherwise is the fact he's a Pirate, which we haven't seen yet on Fiora (though once again we do know there are explorers, so not much of a stretch) and the fact that the few Fioran Goblins we saw are a lot more bulky than usual.
Yeah I discounted Fiora for how wide their goblins are while these two guys look particularily sharp in both their features and Enlightenment fashion. They look more modern than even Innistrad while Fiora still looks pretty early renaissant with it's plentiful armor and cloaks over tricorns and waistcoats.
