Weird. Does anyone actually play this in commander? I thought it looked good when it came out, but it seems like it's best in monocolor non-ramp decks, and then are you really going to spend a virtual 3 mana on this?

The issue is that if an opponent is two lands ahead of you then spending 3 mana to possibly put a land into play is a losing game. Plus is has to be a basic which even further limits things. Without manipulation you have what a 25% chance in most mono colored lists?
remember that scry 1 by itself is pretty solid for 3.
What makes you say that? A quick check on gatherer shows that all 3cmc cards that do scry 1 tend to have that as a side-effect to something more useful. Crystal ball is a 3cmc artifact that gives scry 2 for 1. Darksteel pendant is a 2cmc artifact that gives scry 1 for 1. I'm really not seeing the scry 1 effect being worth 3 on its own.

The side effect of Isolated Watchtower is tapping for mana. You're comparing it to Artifacts that do nothing else when you should be comparing it to Seer's Lantern.
Repeatable Scry? I can really only imagine this in a deck that’s generating mana from other sources, like rocks or someone who’s trying to dig hard for an answer and timing it like Opt. But the two land lead restriction makes this a tough sell.
