Definitely a Commander staple - I find Stifle a bit narrow but would be happy to add +1 mana in order to counter every single Commander, planeswalker, and a fair swath of other obnoxious permanents that tend to pop up a lot.
Seems like a possible sideboard player in Standard as well given all the Sparks currently at War but on balance I imagine that Negate is going to be best.

Well this does allow you to StifleLotus Field, so in that regard it’s pseudo-Ramp? Does that make it Main-deck worthy? Stifle an ultimate, counter a PW/legendary spell? Hmm, dunno.
I always considered Repudiate // Replicate as a possible counter against Hydroid Krasis, but hey, the added benefit of countering Planeswalkers is sweet as well. Has a lot of targets against two of the best decks in the format, so seeing Standard play is a given, maybe even on the main.

I think this has plenty of Modern applications as well. I play Temur Monkey Grow, so I'm biased, since I know outside of UW Control, most other decks with blue won't need this. But it counters Phoenix triggers, Thing in the Ice flipping triggers, counters Jaces, Teferis, Lilianas, there are a few legendary creatures running around - Kalitas, Thalia... I think this will certainly see some play.

Tanned/reddish skin, long hair, luminous halo at the neck and the style of the armour matches.
I'm assuming that is what happened in the alternate future Kozilek made her experience, as far as I remember she survived the killing of the two titans.
Possibly dumb question because Stifle effects are not a thing you really see in Modern. If a walker has exactly enough loyalty to ultimate and they attempt it, you can counter it with this and paying the loyalty is a cost before the fact so the walker still dies?

Project Booster Fun makes it less fun to open a booster.
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.

That walker was already in the graveyard before any player even got priority to cast a spell like this. What happens to the ability on the stack doesn't change that the walker is already long gone.
