well there is a chance of wizard tribal in standard.
Wizard tribal can already be built without this. It's just not as consistent as we would like it to be, granted deck can be really dangerous with Dreadhorde Arcanist

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Kinda silly that this card simply trumps Skyknight Legionnaire.
Dont know when UR got more efficient creatures than WR by an entire manacost, but here we are I guess.
1 more mana to remove the drawback from Goblin Guide and give it flying?
Plus it has 2 very relevant creature types.
This card will see constructed play 100%
Edit
Actually the more I think about it, the more I realise this is one of the most disgusting examples of power creep we have witnessed yet.
Though I appreciate the jest, no it isnt.
Of all the vanilla keywords, flying AND haste are far above the rest in value. Haste even more so than flying. Haste because it for all intents and purposes makes a creature cost 1 mana less, and flying because its the best form of evasion (unblockable is not really a vanilla keyword).
This is something R&D very well knows, and having either of the keywords will affect the CMC AND the rarity.
There have been 3 2/2 fliers printed for 2 cmc WITHOUT any drawback in the history of magic. Gaea's Skyfolk is green and only has flying. Azorius First-Wing pretty much is a 2/2 flier for all intents and purposes. Sky Terror now this is the only card with multiple keywords AND printed very recently. However it has flying AND menace, which can almost read unblockable but not quite yet. They are 2 keywords that make eachother relatively redundant so to speak.
Now Goblin Guide is still a mainstay card in modern and even sees some fringe play in legacy goblins. It is THE de-facto card of how much creatures should cost. Even though the down-side is quite substantial if your opponent hits, the power of a 2/2 haste for 1 is so high, its downside doesnt matter.
There have been 0 cards that come even close to GG, aside from Monastery Swiftspear which is honestly a mistake on its own, but at least scales with the powerlevel of a format.
This is just pure and simple Powercreep, and not on a small scale.
Its the same as printing a 1 cmc watchwolf without drawback. It sets precedent for all other cards

It's just that Skyknight Legionnaire is pretty underwhelming. It's been in Standard three times and never been Constructed viable. Also I think Stormchaser Mage is easy to make as good or better than this elemental. So while I think this is good enough to be playable, unlike its Limited-viable-only predecessor, I don't think that warrants disgust. I'm saving my disgust for things that have a negative impact: bucking tradition alone isn't enough. Because some traditions are wrong, especially in Magic. I'm glad the Serra Angel bar was passed by Baneslayer Angel and Lyra Dawnbringer. The inverse is true too, that Lightning Bolt needs to be replaced by Lightning Strike . Essentially, I don't think it's a party foul unless they push a tier 1 or 2 card into being a tier 0 card. Like if Red Deck Wins is the best deck already, then they reprint Lightning Bolt, that means Standard is going to be less fun for sure. I just don't see how Lightning Stormkin threading the needle between Goblin Guide and Storm fleet Sprinter creates a power spike that is going to hurt the game. It just feels like course correction to me, like Skyknight Legionaire could have been a 2 mana uncommon for the past 13 years and would only have seen fringe play.
Though I appreciate the jest, no it isnt.

Within the current standard environment i agree, but remember we also have Mantis Rider which in itself is just a stacked creature and trading Vigilance for W is at least on par.
Edit: Must not 2/2 for 2 and 3/3 for 3 is considered even.
Chillax man. Lightning Stormkin is nothing more than a decent limited card. I keep hearing people screaming from the rooftops about "power creep" with this set. Couldn't be further from the truth. If you want to see power creep, take a look at M11. Lightning Bolt, Preordain, Birds of Paradise, Baneslayer Angel and the Titans are all more powerful than ANYTHING in M20.
I think it'll see standard play in some decks but it won't be a format staple. I feel like Wizards is amping up the power of creatures to keep all the insane WAR walkers in check. Its a good move and I approve.
I mean, it's fine. They're giving all the tribes a solid push here at the end with Vampires, Spirits, Dinos, etc. Icon of Ancestry is going to make pretty much all those tribes viable, but I don't see how this card is especially great as compared to say, Adeliz, the Cinder Wind.
EDIT: I should clarify. If there is a Wizard deck, this will be in it because it's the most efficient at what it does, but I don't think it's particularly amazing or exciting.

Yes, and this new card is more mana efficient. Red/Blue aggro is going to become a thing now, isn't it?

Technically speaking, Jhessian Infiltrator also does the same.
What bothers me the most is the fact that UR has more efficent creature than RW when Blue is supposed to have weaker creatures.
Check out my Youtube channel where I upload MTG content videos twice a week!
Mtg Lifestyle
Who ever said blue is supposed to have alwyays weaker creatures? Stuff like Goliath Sphinx, Stormtide Leviathan, Curator of Mysteries or Sphinx of Foresight actually shows that blue got efficent creatures compared to their mana cost.
That's also true for low-cmc creatures (True-Name Nemesis, Delver of Secrets, Coralhelm Commander to name a few)
So, maybe blue doesn't have efficent creatures at the same high rate of green, but it sure is allowed to have pushed creatures if the set needs it.
