Many times has a writer in Wizards said so, because of the plain and simple fact that it's too powerful for what it costs. x/3 creatures shouldn't be able to die at instant speed for one mana without a signifigant drawback. (like PTE giving you a land)
I absolutely guarantee that LB will not be printed in M10, and you can quote me on that.
7 is a lot but taking the best thing on the table each time it's blinked is a huge upside. You can probably take at least 2 things the turn this comes out anyhow in decks like Brago or Roon.
Edit: Geez I just realized this says permanent and not just creature.

Interesting card. As mentioned above, great blink target and fetchable via Doot Man to boot, but very expensive, and usually is just worse than Mass Manipulation if you're playing it in a vacuum, so at a first glance seems more like a Commander card. Still, maybe some Temur Nikya brew could use this to get some powerful interaction in Standard?
Alright Ilharg, the Raze-Boar Let's attack... and while I'm at it, I'll remove (and now own) that blocker you've got over there. After all, chaos and treachery go together like chocolate and cinnamon.
Panharmonicon and Yarok, the Desecrated loves this for sure. At first I thought it said "until ~ leaves the battlefield"...but you don't lose control of whatever permanent you steal. Also notably it doesn't say "nonland" either. If you can target it, it's fair game. The card draw on top of that is just gravy.
Zedruu the Greathearted group hug can steal an opponent's permanent with this, and funnel both those cards to another opponent, to help them trigger the draw 3 cards, too.
Woah its been a while since a card has qualified for my Sedris EDH, this one might be able to replace something, quite good when Gain control of target permanent costs {2}{B}.
Confiscate is a 6cmc uncommon that's arguably harder to remove. Granted these are apples and oranges - Agent has a potential upside in being able to become a solid draw source, and removing him from the battlefield doesn't lose any stolen permanents you've picked up with him, but that cost is huge.
Obviously he could be good in Roon or Brago, and maybe even in a theft themed Rubinia Soulsinger deck, but I want to get it out of the way that for anyone thinking "oh, they'll play this everywhere in EDH" that this ain't it, chief.
Oh man, this can make Show and Tell opponents salty in Legacy. (It's like sideboard Ashen Rider except it pitches to Force of Will! Y'know, just in case your opponent plays Sneak Attack instead....)

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
Are you kidding? Ok this is clearly not modern, legacy or even standard playable but this effect is totally worth at seven mana. Normally any "control target permanent" with a permanent effect cost always between 6-7 mana and not only this leaves a body behind, not only it's not an aura, not only even if he leaves the battlefield the thing is still yours forever, but it's higly abusable due to blink effects and such. And we have to talk about the last effect? in EDH is very common to steal other opponents stuff ( Dack Fayden, Bribery, Blatant Thievery, Gilded Drake etc) so not only this is a card absolutely bonkers for spellthiefing decks but is good enough to see play in every generic deck that plays blue. Love to take care or that eldrazi or Bolas or Ugin
Any deck that plays this is entirely unconcerned with its CMC. You bin this and revive it with Reveillark, and once on board you blink/clone it for value.
