This is actually really great (in Standard). It's probably the best card draw spell in the format, by far. Plus if you want to get cute, this gives Teferi's +1 a legit card to cast at opponent's EOT. Pretty much a "GG, I win" card. Really pushed.
Obvious things are obvious; would be better if it dug deeper, was instant, drew more, costed less. But honestly I think it's pretty good. Digging 7 deep feels good.
How strong would this be as an Instant? Yes, little Tef and blue leyline allow you to cast it at instant speed, but why not make it instant? Anticipate is an instant. I think they were playing it safe with this. Will still give it a shot though.
Of note, it does not draw so it gets around Narset.

Did you ever play with Dig Through Time? That is this card, at instant speed. It's banned / restricted in every format because it is BUSTED. I was playing standard with Jeskai back in Khans when that card was printed. It was great in Standard, busted in Modern, and completely broken in Legacy and Vintage. Funnily though, it was generally overshadowed by Treasure Cruise, which somehow is even more broken than Dig Through Time is.
Seriously, go buy a playset of Digs, they're cheap. Then put them in ANY blue deck that can support the Delve mechanic and watch the sparks fly.
Preferably, your deck would have a 2 card combo that you could find with Dig, like Splinter Twin + Pestermite, Omniscience + Show and Tell. You cast the Dig Through Time at the end of your opponent's turn, untap, and win. Basically, that's why that card isn't an instant. Although this costs a hard 4 mana and Dig could be cast for 2 with delve, I think they still didn't want to go anywhere close to the ban land that was Dig Through Time, hence the sorcery speed.

I did play with Dig. What made Dig broken was the cost reduction aspect, imo. Often I was able to cast Dig for UU which is an insane cost to look at seven cards and choose the best two. This card does not have the cost reduction, requiring something else (say God-Eternal Kefnet) to cost less. Making this, at a CMC of 4, instant speed would not make it broken, it would make it a good card that would likely see a lot of play in blue based decks.

I agree wholeheartedly about the cost reduction aspect of delve being the broken part, but I think that even at 4CMC instant this is too powerful. It blows Fact or Fiction completely out of the water, even if FoF draws you 3 cards sometimes. Like I said, I think they'd rather err on the side of "not powerful enough" and end up with a bulk rare than "whoops, looks like that was broken after all" and have to scramble.

Sweet card. You've got to imagine with tiny teferi this will see play in standard. Holding up removal/counters until your opponents EoT then casting this if you didn't have to use your mana is game swinging. You're either finding 2 amazing cards, tutoring for 1 card that you really wanted and getting an extra for your trouble or hitting 7 trash cards which puts you 7 draws closer to the answer you actually want.
This isn’t good enough at sorcery speed. The whole point of dig spells is to grab, and play, the cards you need ASAP. Not pay 4 one turn and answer the next.
I really don’t think this would have been broken at instant speed. Take Fetches out of the equation and DTT isn’t as powerful, either. I’m sure it’ll see some play, but this isn’t even a poor-mans DTT, it’s a semi-decent dig spell.
Though, I do think this will be a bomb looking foil. And I’ll need a copy for EDH, redundant digging is good stuff.
Semi-decent is stretching... this is quite decent while our perception is a bit jaded by power creep.
If it was instant it'd be an auto-2-of in every blue deck in modern. As it is, it might enable better playing for a few control/tempo decks and that's fine.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
